2025 China’s Black Garlic Foreign Trade: Opportunities and Challenges Coexist

As the world's largest producer of garlic, China has shown strong growth momentum in the export of black garlic, a high value-added product, in recent years. Black garlic, through its unique fermentation process, not only retains the nutritional components of garlic, but also significantly enhances its antioxidant capacity and taste, becoming a highly sought after health food in the international market. In 2025, driven by multiple factors such as policy support, technological innovation, and market demand, China's black garlic foreign trade is ushering in new development opportunities. However, at the same time, it is also facing challenges such as intensified international competition and upgraded trade barriers.

The Chinese black garlic industry relies on a strong garlic planting foundation and has formed a production cluster centered on major production areas such as Shandong, Henan, and Jiangsu. Among them, Shandong, as the largest black garlic export base in the country, has more than 20 registered export enterprises, accounting for two-thirds of the country's export volume. These enterprises strictly control the quality from the planting source through the "base+company+standardization" model to ensure that their products meet international standards. For example, Laiwu black garlic has achieved a significant increase in export volume due to the addition of a new garlic product tariff subheading in 2022, which has completely solved the problem of export classification and obtained an "international passport".

At the policy level, the implementation of RCEP (Regional Comprehensive Economic Partnership) has provided tariff preferences for black garlic cloves exports. In 2024, Xuzhou enterprises will enjoy tariff reductions of over 70 million yuan through certificates of origin under RCEP. Among them, Jiangsu Guohua Guanta obtained tariff reductions of 936600 yuan through 21 certificates in just January and February. In addition, the customs have taken measures such as strengthening source supervision and providing technical assistance to help enterprises cope with foreign technical trade barriers. For example, Laiwu Customs guides enterprises to establish quality management systems, helps them obtain export qualifications, and studies regulatory standards in markets such as the European Union, Japan, and South Korea to develop targeted monitoring projects.

The continuous expansion of the global health food market provides ample space for the export of black garlic cloves. Black garlic cloves is rich in antioxidants, amino acids, and trace elements, which have the effects of enhancing immunity and reducing cholesterol, and are highly favored by European and American consumers. In Japan and South Korea, black garlic cloves, as an upgraded version of traditional fermented food, has become a healthy ingredient commonly found in households. In addition, the acceptance of new products such as ready to eat black garlic cloves and black garlic cloves seasoning among young consumer groups has been increasing year by year. Among consumers aged 18-35, the proportion of using black garlic cloves for cooking is growing at a rate of 15% per year.

In 2025, China's black garlic cloves foreign trade will continue to maintain growth driven by policy dividends, technological innovation, and consumption upgrading. With the development of cross-border e-commerce, the export channels for black garlic cloves will be further expanded, and it is expected that the export value will exceed 3 billion yuan by 2030. However, enterprises need to be alert to the risks of intensified market competition and trade frictions, and achieve the transformation from "Made in China" to "Chinese Brand" through brand building, technology research and development, and market diversification. In the wave of globalization of healthy food, Chinese black garlic cloves is expected to become another international business card after traditional garlic, injecting new impetus into agricultural efficiency and farmers' income increase.
